Yes, but a valid building application needs that and the architect should have said right away that he still needs the survey? I suspect that this is a draftsman of the builder, so the delay is at least partly their fault

But even he has to get it approved by an architect before it can be submitted.

Hello,

what is not stated in the contract must be provided by you. If no surveyor is mentioned there, it is your responsibility to have this carried out before the building application is submitted.

Did you just blindly forward the building applications to the district office or did you look at and check them beforehand? As the builder, you probably have any existing slopes, embankments, trees, or other features best in mind. Even laypeople must notice that no terrain profile is visible. Hopefully, you will not face any unpleasant surprises during the earthworks because the entire property needs to be filled or something similar. I’m keeping my fingers crossed for you!

Thus, the construction company can turn this against you, as their approved plans at this stage, with missing elevation data, were approved by you or accepted with all now arising supplements, schedule delays, and changes by sending/giving them to the district office!

Maybe I am just a bit more precise and picky in my profession as a designer/draftsman.

I am not quite so pessimistic... normally, the architect signs first and then the client. If the architect belongs to the construction company, I initially see the responsibility for the incomplete building application in the internal relationship between the construction company and the client with the construction company. I would also expect the client to be informed in time about the missing survey. Towards the building authority, the client is responsible for additional costs and delays.

But now it’s time for the OP to speak up again...
