I don't dare to do that. The possibility to build an extension is crucial for our purchase decision. Later, something might come up that prevents the construction after all, and then we will have invested 3k in a plot that cannot be used. It seems nothing helps. Does anyone have experience with the costs for a "preliminary planning" (statement of the caseworker at the building authority)?

3,000€ in Hamburg is a bargain. I would take it without building as well.

With what specific reason? No, the digital system is explicitly also enabled for private individuals and can/should also be used by them. However, its use is mandatory. In Hamburg, you have three months to wait with the purchase – that is the time that can pass until the preliminary decision? Is the plot so unattractive or is the seller so desperate?

300k, I meant! Otherwise, we would buy it like that immediately :cool: There is no justification for requiring an authorized planner. However, I have been informed of this several times verbally and in writing by the SB. What exactly would you do in my place? Simply submit a preliminary request yourself? Even though the responsible SB has repeatedly stated that a plan from the authorized planner is (mandatory!) necessary?

Let's put it this way. Are you able to present it in a plan so that it leaves no questions unanswered?

Therefore the note: You should have someone plan this who is at least authorized to approve templates.

I already submitted a preliminary inquiry myself 6 years ago in Schleswig-Holstein. It was quite straightforward. Seems to be the common practice. Just not in Hamburg with this specific building authority, apparently.
So my question: Just submit it myself? Or involve someone authorized to submit plans? Who would then cost roughly what? I don't want to waste money unnecessarily just to submit a simple preliminary inquiry.
