You are completely right. However, I think one should not separate this so much. Because if the plans are changed based on the soil survey, this could lead to a resubmission/amendment of the plans for the building application. And a subsequent submission/amendment, to my knowledge, entails a lengthy process and additional costs. ;)

Why, or what do you hope to achieve with that?


First and foremost, the visit to the bank or an independent financier – preferably both – is called for; nowadays insurers are also worth inquiring. Only once you know how much money you can put in hand can you comfortably decide how much you "want" to move! And don’t let anyone convince you that you have to hold an offer from provider xyz; bankers and also independent financiers can assess your situation very well even without an offer ;)

Only then buy the property (I assume you know why you want to buy it), then commission a public surveyor to create the preliminary site plan. Only once the surveyor has acted can your architect file the building application, which, by the way, should include the cadastral excerpt, the development plan, and the textual stipulations. If the property is not located in a development plan area, the usual provisions apply.

Whether you have to file a regular building application or can submit under the simplified approval procedure can only be told to you by your architect.

If only it were that easy. ;)

In fact, there are cities and municipalities that require that heights and plot dimensions or at least the staking out of the building structure must be provided/confirmed by the surveyor, but this is by no means the case everywhere. It is at least advisable if the boundaries are locally unclear, not right-angled/parallel, the cadastre does not meet current standards, and/or the property is to be fully utilized or a boundary development is planned.

Basically, it is also possible to build completely without a surveyor; only the final measurement of the building then must be commissioned.

I cannot remember any BV from past years where a preliminary site plan was not required.

But it doesn't necessarily have to come from the surveyor, that's the point.

For us it does, and it doesn't matter whether we set up the BV with smaller BU or a larger partner. Now I know why our long-standing partners remain loyal to us when it comes to surveying :D
