If it is possible to install these 25cm as a step BELOW the finished floor, the staircase can be less steep. With limited space this may be important, with enough space it certainly does not matter.

I'm missing the finishing. Something is missing in Caspar's explanation as well. It looks incomplete. Could it be that you simply omitted the last step due to lack of space? It's not the first time stairs are planned too small... then you just do it like this and call it space-saving... of course the builder puts up with it before getting gray hairs about it
I never gave it much thought, but we also have a wooden step at floor level, my parents have the same in their 70s house, and in the old house with a straight staircase we had a wooden threshold both at the bottom and top, which was executed like a step at the top.
