Single-family house - Is a balcony on the 1st floor sensible?

Here in Upper Bavaria, balconies simply belong to the traditional house style. However, these balconies are extremely narrow and probably only serve for appearance – and as a place for the flowers. I have NEVER seen anyone sitting on the balconies here.

My aunt and uncle had a balcony added a few years ago. But they also live in the old house of my great-grandparents (built in the early 20th century) there on the 1st floor and attic. The lower apartment is rented out. To be able to "quickly" enjoy a coffee in the fresh air, there is now the balcony. In summer, however, they are more likely to be found in the garden.

I already suspected that a balcony on the upper floor of a single-family house is more for design reasons than really practical ones (a great view from the balcony on a hillside location or something like that I would exclude from that).

Then I’ll just keep looking at the floor plans and when it comes to the concrete planning, I will definitely keep in mind that a balcony is not really necessary, but makes a big impression and overall it depends on the total costs whether you plan one (or two) or not.
I also imagine floor-to-ceiling windows in the bathroom or bedroom to be very nice, but I find those grid barriers placed in front of them terrible when there is no balcony.

Well, then there is still the option of installing a floor-to-ceiling window with a transom. Then you don’t have the French balcony.

I just googled that, but I didn't find any satisfying answers. What is it? A floor-to-ceiling window where I can only open the upper half?

I don't know what a fighter is, but in the upper floor we only had floor-to-ceiling windows, which then had a sill so that only the upper part could be opened.
