First of all, thanks to everyone for the feedback. I will address the issue of single-story design at the next appointment with the planner and regarding the budget, I will wait until we have concrete offers.

I would still appreciate concrete suggestions for improving the floor plan. For example, how can I get fewer sqm of hallway to have correspondingly more sqm for the children's rooms?!

Floor plans completely new, and if the ground floor has to be so much bigger than the upper floor, then consider placing 1 children's room and the office on the ground floor or also the master bedroom on the ground floor and for that 3 children's rooms and office on the upper floor. But that requires a completely new room concept, which cannot be achieved by shifting 2 walls. EDIT: And maybe provide a site plan with surroundings. Explain why so many bay windows, clinker brickwork certainly because of "north German" etc. - right?

So,
In theory, of course, you can swap the office and the kitchen. But it will involve many adjustments. The central hallway can be halved. But I find the staircase right in the entrance very misplaced in the dirty area. Also, the showers, which boast windows, are not well thought out.
The hallway upstairs has more corners than I can count.
Upstairs, you could eliminate the utility room, giving the two children's rooms a bit more space.
But ultimately, a new design is unavoidable.
A few months ago, I had to redesign a similar plan – it’s just a small (additional) request to a hastily created design that turns everything in the plan upside down, which involves a lot of work.
If you want the room swap, then give a new design a chance.
P.s. You can’t really say anything definitive with vague information and no site plan anyway. And in Lower Saxony, the 3/4 rule without structural ancillary facilities still counts towards the full floor area.

Oh? – I would have taken the shown plans for those of such a general contractor’s drafting apprentice. Unfortunately, I do believe in the computational single-story design here, and I consider such contortions ... ... not a wise approach. You precisely need the extra chubby square meters on the ground floor to achieve the single-story design through the “legal route” of the inflated reference story. To me, the planning here seems too far / fast (hurried) / prematurely advanced. Satisfaction at the conceptual level must be fuller before moving on to the design level – actually, even before the drawing stage at all. See also:
