The draft is cleverly drawn to fit the site. Surely you have already obtained a signal from the building authority that building outside the building window has chances of approval.

I consider it—since no necessity is apparent here—rather cheeky towards those who conform to the development plan. Then you just don’t put a square next to the garage.

The architect is very confident about a dispensation for exceeding the building boundary. Also with the exceeding of the maximum roof height.

Oh, two dispensations at once. For her, that’s certainly more convenient than using more brains. A special permit would be dead with that, but I suppose it’s not being sought here anyway (?)

I don’t find the design wrong.
If possible, I would put the garage in the NE.

You have to like or talk yourself into the dining area being aligned without separation from the entrance door. We have it too, neighbors as well, but it also has downsides -> privacy…
The kids would probably prefer the rooms in the other direction, so mirror the rooms.
The bathroom is not my thing, T-layouts always create corridors, no room. A urinal is out of the question. Exchange it for a bidet upstairs. We’re not in a public restroom here...
Closet cabinets are planned. I think the kitchen is probably good. But I would plan a few proper tall cabinets for fridge and oven instead of this single solution.
I would rather place seats on the side of the island.
The utility room will be too dark.
