Right to land development?

Hello everyone,

in my hometown, there is a plot of land for sale which I find very attractive. The plot is undeveloped and is separated from a public traffic route (main road) by an embankment approximately three meters wide. There is no other access to the plot than over the embankment. The embankment belongs to the municipality, which is why I would have to buy it from the municipality to ensure my access to the plot.

Now I am wondering whether, as a private person, one has a claim that the municipality sells the embankment to me so that I can develop my (future) property? Or does one even have the right to demand that the municipality develops the building plot?

I would be very happy to receive feedback.

You have the right to buy an undeveloped and therefore unbuildable plot of land or not to do so. You must clarify everything else with the municipality – you have no claims.

Maybe it is an eyesore in the town, and you offer to beautify and develop [den]. Think of good reasons for the community, then much can be achieved.

Is the plot of land even designated as building land?

Is it located in the inner area or the outer area? In the inner area you usually have chances, in the outer area you usually have no chances. Make an appointment with the municipality and discuss your request. At the end of 2020, I sat in the town hall for almost 1.5 hours with a similar matter.
