Right to land development?

please excuse the late response.
The plot is located in the unplanned inner area (mixed area). A preliminary building inquiry is already being processed. However, since I have already exchanged information several times with the responsible district office, I can hardly assume that the preliminary building inquiry will be approved.
Basically, I just wanted to find out if there are any comparable cases (like from hanse987) where I can get some tips.
Of course, I am also willing to buy the municipal plot and pay for the development myself.
