Installation on the ground is problematic because the distance to the property boundary would only be about 50 cm, and on top you could mount the heat pump centrally. I wonder if the propagation of sound would be different when mounting at the top on the gable side.
Different in relation to what? Low-frequency sound tends to spread more spherically and is less susceptible to reflective surfaces. How do the neighbors handle it?

Both neighbors have gas; as far as I know, neither plans to replace the heating, as both renewed the old heating system a few years ago.
