What is the difference for you between "lower limit" and "minimum value"? How do you interpret 0.35 - 0.45 if you don't have to build a house with a floor area ratio of at least 0.35 and at most 0.45? If it meant a maximum of 0.35, why does it also say 0.45? If it meant a maximum of 0.45, why does it also say 0.35? The only conceivable thing would be that it is a variable maximum value depending on a factor unknown to us and possibly found in the textual provisions? For example, "red houses floor area ratio 0.35, green ones 0.45"

Hello and thank you again for your support! According to a statement from an employee of the city planning office, the data was taken from another area in the development plan. In that area, only semi-detached/townhouses were built about 20 years ago, where these unusual floor area ratios could be met. In the current new development area, where only single-family houses are being built, the situation is different. The employee was already aware of the problem. On the second page of the building application, I am supposed to apply for the removal of the floor area ratio, which the building supervisory authority will probably approve without any problems.

I don't understand. That does not resolve the contradiction between the max. site occupancy index and min. floor space index. Are the semi-detached/terraced houses two-storey?

Strange approach to fix unclear stipulations through deviations in the approval process. Normally, fees are charged for deviations. I'm curious whether that will also be done in this case.
