The notary is right. If the woodland should ever become building land, you can separate and sell it - before that, it is an investment into the unknown. The only disadvantage: you cannot sell/mortgage the woodland separately as long as it is not physically divided.

If we ever really sell the forest as building land, I would be reluctant to set the boundary today. In other words, from today's perspective, I would probably enlarge the actual building plot and not sell the entire forest. For example, only sell 1200m² (if at all).

So I don’t need to have a subdivision carried out to obtain the different property tax rates? The declaration of the areas will then be recorded in the land register?

Yes, it remains as long as the actual use (actual use = technical term) does not change. However, nothing can change about the TN because you would not get a building permit for the corresponding forest area. If you do – no problem, then the higher assessment rate also makes sense.

Personal note: if the purchase price was overall acceptable, you can easily wait. Either it remains forest with a cabin and barbecue area or it actually becomes building land. If you can use the forest/cabin yourself, then do it. If it becomes building land, you can still decide.

Thank you for the info!

By now, I see it the same way. The total price is not too high and if the forest eventually becomes building land, that would be great, if not, that's not a problem either!
