Well, I personally found it unnecessary and rude to be hit with "Who is supposed to know that?" around my ears, hence my reaction.

I researched how I can achieve the required insulation measures and came across the keyword of funding. Depending on the noise source, it was also mentioned who the responsible contact person is. And on this topic, I wanted to try to get more information here.

Whether it is voluntary or if you have a claim to it? I do not know, it was not stated in the source. Whether it is regulated differently depending on the state? I do not know, that was also not stated there. Therefore, thank you for these food for thought.

In the meantime, I have contacted what I believe to be the responsible Federal Railway Authority [Eisenbahnbundesamt] in writing and requested information. I am also happy to provide feedback on the outcome.

By the way, we are developing a gap in the building line. The neighbors built decades ago, without such requirements (for example, ventilation systems did not exist in that form back then). Since we seem to have the last undeveloped plot, the old development plan was replaced (the area is thereby officially fully developed, as they call it) and the plot was assigned to another development plan that contains the aforementioned requirements.

Summary of the very detailed feedback from the railway company regarding our new construction: It is solely the responsibility of the owners to comply with the noise protection requirements of the municipality.

Would take it seriously and even exceed expectations. We have standard windows and I can hear the children screaming and the neighbor chopping wood... especially with the very large elements. Not a big deal because neither happens very often, or it doesn't really matter - just want to say that the 0815 window is rather mediocre in sound insulation.

The currently planned construction of our windows is already amazing. But it all doesn't help if we can't properly insulate the [Rollladenkasten]. However, it seems possible. Exceeding the requirements is not possible with the high demands, at least not when looking at the components individually.
