No. If it is for sale, it will already be indicated there. Or it will appear on a real estate portal with contact details. The office has nothing to do with trade.

There are indeed land use registers where the owners can store their data. This is usually noted in the property description (not the data itself, but the "interest"). However, at the moment hardly anyone is willing to sell in the areas where these registers are created (namely where there is a shortage of building land).

Search for plots of land on popular real estate portals or inquire directly with the municipalities if there are any available plots. Some developers also buy entire new development areas and then sell the plots, but only if you build with them. Due to the developer tie-in, this will be more expensive in terms of property transfer tax.

This is about data protection. You’ve already gotten the right answer from the district office. Asking neighbors. If you’re already walking into an authority and asking “blindly,” then you probably have no qualms about bothering the neighbors either :-)

Otherwise, there are the websites of the municipalities that designate development areas or also offer building plots. Real estate exchanges, etc.

At the moment, I have the impression that very much is only going to developers and the municipalities no longer develop and sell themselves.

Of course, this doesn't make it any cheaper :-(
