I don't understand why plots of land are visible on the platform and we can obtain the land extracts, but cannot get in touch with the owner.

That is the dilemma of the municipalities. They want to mobilize unused building land and close building gaps, but they are not allowed (rightly so) to publish personal data. At the same time, even if buyers expressly want it, they are not allowed to disclose the owners to them, as this is equivalent to brokerage activity, which is legally questionable. So, the land register draws attention to buildable plots so that some owners are made aware of the possibility of building or selling.
