If the developer wouldn't try to make an additional business out of it, it would actually have to become cheaper.

That is the dilemma of the municipalities. They want to mobilize unused building land and close building gaps, but they are not allowed (rightly so) to publish personal data. At the same time, even if buyers expressly want it, they are not allowed to disclose the owners to them, as this is equivalent to brokerage activity, which is legally questionable. So, the land register draws attention to buildable plots so that some owners are made aware of the possibility of building or selling. That is not embarrassing. At most, it is the office's reaction. Because actually, they want owners to get in touch with buyers, but they are not allowed to facilitate this.

We came from the website to the listing of available plots. Of course, I was aware of data protection, which is why I was there to ask how and whether one can get in contact with the owner. My misconception was that the marked areas were also for sale.

The office has done everything correctly here. The property is not for sale at all. There was no reason to give the requester the owner data.

In the end, yes. Whether the manner was correct, is questionable.

Absolutely right. That would have been nonsense anyway. The mistake actually started much earlier.
