This simply means that your KVZ (cable distribution box - small gray box on the street) is not directly connected to an MSAN (DSL server - large gray box with ventilation slots in the lid), but that a copper cable was laid between an existing MSAN and the KVZ to which the area is connected, or an existing cross-connection was used. When that is full, it's a problem, because there are only 3 options: civil engineering work (which won't be done for just one connection), Telekom upgrading your KVZ with an MSAN (which won't happen because of the proximity to the other MSAN), or a neighbor moves out and cancels their internet (have you ever thought about the neighborhood being bombarded with folk music?!).
Your internet would then run several kilometers from the KVZ to the switching center, hence the 6 Mbit due to high line attenuation.
Your neighbors' signal takes a shortcut at the KVZ with a few meters to an MSAN located somewhere nearby.
