Problems with Telekom. Crossed cable?

It is already happening partially in the countryside. We will get internet through the BLS, a company supported by the district. Telekom was apparently not really motivated to connect the villages and small towns with more than DSL 2000. Although the problem is not limited to small towns. Here in Konstanz, most of the city only has DSL 16 000; those who want more have to take cable with all the disadvantages like even stronger asymmetry (20:1), etc. The municipal utilities do always diligently lay a cable during construction work, but we are still far from comprehensive coverage with fast internet here.
