You really have to say that the offices here are still accessible. They want the influx so that money comes into the coffers. Accordingly, the chances of achieving something are significantly better. (says @kaho674, from whom I am to send a nice greeting from Pegau).

Great that it worked out so quickly for you. We also want to develop an area outdoors and are currently going through the authorities.
Can you maybe break down the costs a bit more precisely?

According to § 21, fees for services related to development plans would have been something around 6-8K€ for the urban planner, right?

And have you had any dealings with §13b Baugesetzbuch, which states that it is possible to convert outdoor areas in an accelerated procedure?

Yes, of course :) The higher costs for the city planner are due to the special services. The pure costs for the planned area of approx. 0.4 ha were about €5,500 net according to HOAI. In addition, there were costs for the presentation of environmental concerns (approx. €3,000), the implementation of a participation procedure, and the statement for the municipality (approx. €2,000). And not to forget, a total of approx. €1,000 (incl. VAT) for printing all the planning documents, which have to be submitted twice in 23 copies to the city council. Yes, exactly, the procedure was conducted with us according to §13b Baugesetzbuch. When we started, however, that paragraph was not in force, so we tried it via §13a. Unfortunately, there were objections from the involved authorities. If §13b had not then existed, the procedure would not have been completed so quickly. Have you already received initial feedback from the authorities as to whether they are basically in favor?

Those are quite substantial amounts. Yes. We were at the mayor's office yesterday, and he was quite impressed with our proposal. However, I had the feeling that he immediately saw dollar signs in his eyes and wanted to renovate his dilapidated community at my expense.

Regarding the topic:
We also want to build a house in an unplanned outdoor area. A good friend now has a field in the relevant location that would be suitable. Attached is the parcel 120/1. We would like to build next to the dead-end road 121/1. Something around 1000-1200m². The buddy would sell us the area. Sewer and water are already in the street, and connection fees were already paid by him several years ago.

So we went to the mayor to present our request.
He immediately started: no problem at all, if he takes over, we can build in 4 months. I just shook my head internally.
His suggestion: He now wants to buy the entire parcel (approx. 6200m²) from the buddy, plan it, and then sell me a plot from it.
So far so good, until he mentioned something about 44€/m² purchase price, probably less because there is already a street.

The location is relatively remote, and a development area in town (standard land value 22€/m²) has been lying fallow for years. It is also a modest location with a steep slope. The parcel we prefer is relatively flat and nicely located.

We had actually thought it like this:
Application for land use plan change is submitted by the municipal board and introduced by the mayor.
We would commission an urban planning office and develop a residential area (<0.5ha) according to §13b.
Surveying services, urban planners and administrative costs carried by ourselves.
In the end, I have a building plot for an estimated ~15k€ (the above costs), my buddy possibly still has two or three plots next to us, which he could sell as building land. Win-win situation.

That the mayor also wants to get a cut, I would not have expected. I was probably too naive.
