Yes, the whole thing is not cheap. And unfortunately, with your estimated costs of around 15K, you will likely come close. There are also surveying costs that you should not underestimate. (Bei uns 8000€) + additional incidental costs.

However, I see the biggest snag here with the municipality. There is still building land available that is not being sold because there is no demand. This means that an additional development plan area for individual persons would basically be difficult for the municipality to implement due to suspicion of favoritism planning. The mayor would only do this, as hinted here, if he himself or the municipality profits from it.

I advise you to reconsider carefully whether the plot of land is worth the effort for you. On the one hand financially (the costs can unexpectedly increase due to all sorts of things) and also in terms of time (a development plan usually takes more than 1.5 years). Maybe get advice from an urban planner.

Cool project!

With your proximity to the construction industry, I think you are already more deeply involved in the field from a professional perspective than a complete layperson...

So I'm already looking forward to the floor plans. :)

Yes, I think so too. It will probably be most sensible to discuss the matter with an urban planner and then decide.

How was it with you, you concluded the purchase contract with a unilateral right of withdrawal (for the seller) without the security that you will eventually build a house on it? There was the risk that in the end everything would be for nothing, right?

No, we have agreed on a mutual right of withdrawal. We could withdraw if the development plan is not successful and the seller from date x (for us 1.5 years).
