The problem, especially with changed terrain, is usually the height limit of the garage at the boundary of 3.00 m on average (in some state building regulations also viewing surface maxima) in relation to the original ground level. If height is then also "used up" to avoid turning the garage into a retention basin - and a green roof "adds" to it! - it gets tight. Worst case ;-) you have to operate the gate manually in order not to also have to consider the installation height of a drive.
I think I would try to leave out the green roof in the height specification and only indicate the concrete slab. Then suggest a few little flowers with soil on top and just submit it. If they reject it because of 20cm, you can pretend to be clueless, claim you didn't know, and apply for an exception. Otherwise, another gate...
She has already planned with the maximum. The concrete ceiling could still be replaced by a wooden beam ceiling. However, this would only bring a few centimeters.
How is a green roof (=additional load) supposed to be realized less heavily with wooden beams than with concrete? I consider that a rumor.
