Those will be putty spots that haven't been sanded completely smooth.
Warning, I'm an amateur and not on site. But based on your description, also with the tapping, I would guess that.
You can ask the painter when he comes to paint...

But why has the plaster on the ceiling become generally darker over the years, only these spots have stayed / become lighter?

So you mean there isn't anything acute / serious behind it like rusting reinforcement or something and I can just have it painted over sometime, correct?

I have now noticed that these small hollow spots in the plaster also exist on the ceiling in the ground floor. Same phenomenon, hardly/ not visible. So one can basically exclude problems with the reinforced concrete on the upper floor, right?

A neighbor. Because the flat roof was leaking. He suggested that maybe water had seeped into the concrete over a long period and that could be related. Although I think if the roof had really been that leaking, we would have had actual water stains on the ceiling somewhere on the upper floor, but we didn’t. Otherwise, the rebar would rust with every normal water damage, right?
