No, the building to be demolished is attached to a building exempt from procedures. That means no confirmation is required. That's how I would read it. The question is, is the barn exempt from procedures? After all, it collapses according to the structural analysis if the main building is torn down. (You feel like you're dealing with the Schildbürger.)

So I read it exactly again, the barn is not a procedure-free building according to Art. 57 para. 1 to 3 BayBO and therefore this sentence unfortunately does not apply.

I have been feeling like one of the Schildbürger for a long time now.....

Very strange and, as mentioned, not permitted in NRW. I would first request to inspect the files at the building permit authority, possibly ask the caseworkers for their assessment, and only then, if necessary, consult a lawyer.
