The buyer's law applies here as standard. It doesn't matter which notary in the region he goes to. He has to take care of each contract individually. I don't know it any other way :)
That is the normal case. In new development areas, the municipality usually stipulates the notary. Take it or leave it. So the municipality's notary is used.
It is also understandable that 50 or more contracts should not be negotiated separately. As an employee of the municipality, I would not do it differently either.
There is no legal requirement that the buyer has the right to choose. And in the sale, the municipality is in a much better position to make demands. If the buyer does not agree with that, someone else simply buys.
