I am an absolute layman on this topic but the balcony "faces the street". That means I could imagine that this could be accepted as a second escape route. The fire department could easily climb into the balcony with a ladder.

The escape routes refer, as far as I know, to living rooms and not to the entire apartment, including the bedrooms. But I am not a landlord - since you want to rent out, you should move beyond the layman stage and acquire some landlord knowledge.

Balcony is permissible provided that the door to the balcony is wide enough (1.10m) and the balcony is accessible with the ladder.

The house has a boundary development. For this reason, this corner is cut out of the building body and no windows are placed there.

I don't find your argument nonsense now, if it's not about single-family houses but about apartment buildings. What you later build and convert at your place bypasses the authorities.
