I also find stairs without railings pretty ridiculous - it's simply not possible with children alone.

Let's just leave it at the fact that it apparently is possible, but must always be decided on a case-by-case basis - and the devil is a squirrel anyway.

However, private liability insurance has nothing to do with it.

I want to plan something like that too. How much does it usually cost?
I am currently making a list of what I want before my kitchen studio appointment.
They will probably ask me about the budget. What amount should one state for a kitchen like this?

Islands themselves, I believe, are not particularly expensive. Basically, the costs are the cabinets and the countertop, possibly side panels. The price largely depends on the manufacturer/"model" and the type of countertop you choose (there is quite a range between wooden ones on sale and special stone slabs). Otherwise, the sockets may also cost something. I have some on both sides (freestanding island) because I preferred that for cleaning and liquids; I provided the sockets, and the builder installed them without significant extra costs.

And how do I best handle the price? Budget expectation and not paying too much?

It is important to compare different providers. I got the best price-performance ratio from a smaller, local kitchen builder. There I was also able to buy some electrical appliances myself (the big ones often have high costs and also often don't offer the full selection), and he installed them for a small fee.
Of course, it is important for the comparison to have comparable kitchens planned.

Best on recommendation. Kitchens are hard to compare with all the moonlight discounts. Go to several studios. Get advice and be surprised. Tend to quote a few euros less. My cousin was still offered a kitchen with more than 100% budget overrun. I have to admit we were only in one. On recommendation. No discounts, no haggling, no clichés. Then came "Mädl' is ned".
