Clean, at least currently in the wall, how it looks behind it no one knows. Would be curious about the measurement protocol of the data sockets. If they were also squeezed into normal switch boxes, and not into appropriate multimedia boxes. But I am not a fan of the Homeway stuff, the disadvantages outweigh the supposed advantages.

According to standards, something "belongs" somewhere; the legal requirements for low-voltage signal cables are not strict. A "defect" is what is ultimately executed incorrectly. If you tender the service without providing an enclosure for the distribution unit, I would also consider that a defect – but on your part.
