Is my planned carport still exempt from approval?

The blue is supposed to be the carport. To the neighbor on the right, 5m deep up to the house.
At the front on the street (3m setback from the street) the carport will be 6m wide.
So it is 11.20m from the carport to the left property boundary.

I thought: the building limit in the development plan is 3m from the street. The street is not the boundary, right?
And so I thought, the carport with its 6m width lies at the boundary?

Building limit has nothing to do with it. It is about the property boundary.

What does the building permit for a 3.60m carport from 30 years ago have to do with the construction project today? It is solely about the simple question of whether a carport of this size is allowed in Lower Saxony nowadays.
