Is my planned carport still exempt from approval?

You are saying it yourself: there is a 3 meter distance there.

Today, however, I am really perplexed.

I thought: the building limit in the development plan is 3m from the street. The street is not the boundary, right?
And so I thought, the carport with its 6m width lies at the boundary?

Are building limit and property boundary to be treated differently?

Building limit has nothing to do with it. It is about the property boundary.

Whether the CP is exempt from approval cannot be answered like this. What does the development plan or the state building code say about the distance to the street?

Which federal state? "I am not building", I cannot find anywhere.

A building permit from 30 years ago that we do not know, in my opinion, has hardly any significance.

It is stated in the development plan, which is still valid. 3m distance to the street. It is stated in the first post: Lower Saxony What does the building permit for a 3.60m carport from 30 years ago have to do with the construction project today? It is solely about the simple question of whether a carport of this size is allowed in Lower Saxony nowadays.
