Is it sensible to build a new semi-detached house without the KfW standard?

Hello everyone, I hope I have come to the right subforum.

I am interested in a newly completed semi-detached house and have not yet received any statement about the [KfW Standard] from the builder. However, I do have an energy certificate. If my research is correct, the house with 38 kWh/m²*a primary energy demand and ht 0.39 W/m²*K does not even reach [KfW70].

Is this realistic with 17.5 cm Poroton, 16 cm ETICS, triple glazing, and a heat pump? Do you consider this up to date?

The final energy demand (22 kWh/m²*a) actually sounds good. But I would have liked to have [kfw 124] and [153] included.

Apart from the favorable interest rates and the €5000 subsidy available with KfW55 through the 153 KfW loan:

Almost 38 kWh/m²*a primary energy demand seems somewhat low to me, and if I have seen that correctly, a KfW70/55 only fails due to the high transmission heat loss, which at 0.39 W/m²*K is just below the Energy Saving Ordinance 2016 requirement of 0.419 W/m²*K. How does that fit together?

Maybe someone can also say something about whether my naive estimate of the monthly energy costs is somewhat realistic?
125 m² (living area) * 22 kWh/m²*a (final energy demand) = 2750 kWh*a
2750 kWh*a * €0.28/kWh = €770/a -> ~€64/month for heating and hot water?

Depending on the tariff, a few euros per month for the basic fee are probably added, resulting in about a €70 installment. Personally, I don't find that particularly much, but I have no comparison values.

Why do people do that? But you are far from KFW 55 and thus the 153 program.

As of 24.1.2020, there is a 15% subsidy on 120k€ with an 18k€ repayment bonus for KFW55. This is completely new.

This is actually a huge cheek... A year ago you had 5000€ and interest rates beyond 1.7%, and now they are releasing endless offers again...

With the changes from this year, KfW55 will become significantly more interesting.

The 17.5cm Poroton also seemed quite little to me. In other houses, I have often seen 24cm Poroton + 16cm ETICS. 17.5cm were then for load-bearing interior walls. 11cm for non-load-bearing ones.

I am completely undecided about the property. Location, layout, etc. are great. But nearly €370,000 for a 125m² semi-detached house is a statement.
The house was also not built by any large, well-known company. No floors inside, bathrooms without fixtures, and the attic (cold floor) completely without flooring. So only the insulation on drywall. At least battens and tongue-and-groove boards would have to be installed to be able to store something.
The construction description, for example, also states a gas condensing boiler even though a heat pump is installed in the house. Interior walls are specified with 24cm and 17cm Poroton. That would mean there are interior walls that are thicker than the exterior walls.
