Is house construction with KfW 153 still feasible?

Hello, I have the following problem. I want to build a Scanhaus Marlow Marlow 165 EW with 2 residential units as a KfW 40 energy-saving house. I want to use the KfW loan with 2 times €120,000, i.e. €240,000, and a 20% repayment subsidy. I have already received a very attractive offer from Scanhaus Marlow Marlow. However, I must sign the contract by 31.05.2021 because a new price increase is scheduled for 01.06. Currently, my house is offered at a price of about €270,000. From 01.06, due to the price increase, it is supposed to cost about €310,000. I have already had an appointment at the bank. There is nothing standing in the way of the financing. I only need to submit the required documents for KfW 153.

Now I have the following problems: 1. I do not yet have an energy efficiency consultant. I want to start this as quickly as possible on Tuesday for the "confirmation for the application (BZA)". 2. For the building plot which I am buying from the municipality, I have already been awarded the contract. The letter to the notary was sent by the municipality on Thursday, 20.05.2021 for the purchase contract. However, no soil survey and no survey with elevation measurement have been carried out yet. Are these documents required to prepare the application for KfW 153 by the efficiency consultant? Is a cadastral map together with the offer including the construction service description sufficient to carry out the necessary calculations? 3. Scanhaus Marlow Marlow has sent me an additional contract, with which it should be possible to receive the subsidy from 01.07, even though I sign at the current price. I am attaching the file for this. However, this is personally too uncertain for me. Therefore, I would prefer to still use the current promotional loan 153 with a 20% repayment subsidy. Do you think this is still feasible? Everything must be submitted by 31.06, otherwise I will get nothing. What would you do in my situation? Best regards

With us, it was possible to get the KfW online confirmation from the energy consultant within a morning — and a bit of pressure from the construction partner. As long as it's a standard house without major changes and you have the plot and cadastral map, it should work out.

As mentioned, through prioritization. We were told it would take about 1-2 weeks. However, since it didn't really progress after inquiries, we prioritized.

By the way, we didn't have to sign anything. Our builder was satisfied that we assured him of covering the costs from the energy consultant in case we didn't sign later. According to him, the costs are around ~1,000 EUR.

We didn't need a soil survey or measurement for that. It's more about the materials, heating, roof, and windows. So how energy-efficient the house is and how much the sun supports it — through windows, for example.

I found the answer to my problem in the revised BEG guideline:


"Deviating from number 9.2 sentence 5, the start of the project in the case of a loan is considered to be the start of construction work on site if a documented consultation took place before the conclusion of a supply or service contract attributable to the execution. In this sense, an application can also be submitted after the conclusion of a supply or service contract attributable to the execution, if the beneficiary provides proof at the time of application of a documented consultation with a financing partner of KfW (corresponding to the credit-conveying financial institution) or a financial intermediary. Such a documented consultation includes information on funding conditions and requirements as well as on the amount of funding and the inclusion of BEG funding in the potential credit transaction based on a sample form provided by KfW. The consultation must be conducted before the conclusion of a supply or service contract attributable to the execution. If the beneficiary cannot provide proof of a corresponding consultation before concluding such a supply or service contract and such contracts were already concluded before the application was submitted, funding under the BEG WG is not possible."

So I can use the new funding and don’t have to stress about getting the consultation confirmed by my financial advisor.

Correct. It is only important that the start of construction (e.g. excavation) takes place after 1.7.

If you want the repayment grant with KfW services -> documented consultation with the bank advisor before signing the contract.

If, on the other hand, you want the payment of the grant without services -> include the contract addendum BEG in the contract or conclude an additional agreement.
