Is cultivation also possible without a development plan?

Hello,
I registered here in the hope of finding help.
We want to build an extension at my parents' place. The plot is about 800 m², my parents have a 1.5-story house and a garage on each boundary to the right and left. We would like to move one garage and then build an extension with its own entrance. We don’t know the details yet about how and what because we first wanted to find out if something like this is even possible. Since I have not received a reply from the municipality by email yet, I hope someone here can tell me more.
I have already found out that there is no [Bebauungsplan] for the area. It apparently says here that you have to adapt to the given conditions. Does that mean if only 1.5-story buildings have been built on our street, an extension is not possible now??
It would be nice if someone could say something about this.

Hi,

in principle, it is possible to extend an existing house in an area without a development plan. However, you must of course comply with building and planning regulations. That means adhering to boundary distances, observing the floor area ratio and plot ratio, it must fit into the surroundings, etc.

If only 1.5-story residential buildings stand on your street, then you are surely only allowed to build an extension with 1.5 stories as well.

Thank you very much for your response!!!!! So, in plain English, this basically means that an extension would probably be possible in principle?! I thought that if there are only 1.5-story houses there, you are not allowed to extend anymore because more is not possible or whatever. I would be more than satisfied with a 1.5-story extension...

No, that has nothing to do with the permitted number of stories. The entire building just must not exceed 1.5 stories.

The following response I received from the building authority:

A possible extension of the residential building is governed by § 34 of the Building Code. According to this, a building project is permissible if it fits in terms of type, size and scope into the surrounding development. Since no design planning is yet available, no concrete statement can be made. In principle, however, an extension should be subordinate to the main building. This means that the footprint and height of the extension should be less than that of the main building. The example you mentioned is rather inappropriate since your extension aims westward into the existing garden area. There will be better solutions for that. If specific plans are available (sketches suffice), I am happy to be available for further discussions.

At first, I find the response okay, it is not an immediate no. Nevertheless, the comment about extending into the garden makes me hesitate since we have no other choice but to build into the garden?!
