Where does it say that? Of course, all regulations, here in particular §6 distance areas, must be observed even in a permit-free construction project. The building permit authority is not there to hinder the builder as much as possible; it also protects them. But I am not aware that permit exemption and boundary construction exclude each other.

I believe that a garage up to 50 m2 is permit-free; anything larger must be approved in the building application.
