Question to our experts here in the forum.
I quote from another thread:
Assuming that the Energy Saving Ordinance 2014 will be introduced bindingly, how will the "evaluation" of ongoing construction projects be conducted?
For example:
In December 2013, the construction project is approved by the building authority and the foundation stone is laid.
For example:
In December 2013, the construction project is approved by the building authority and the first groundbreaking takes place in 2014.
Which Energy Saving Ordinance will be used to evaluate the newly constructed house here?
Thank you very much for your answer.

I quote from another thread:
Just as a food for thought – if your financial resources are sufficient, I would not postpone the new construction very far. Not because of the low interest rates – this is not a sufficient argument for me – but definitely because of the upcoming Energy Saving Ordinance. If you plan KfW funds in your financing, the current Energy Saving Ordinance 2009 is still the standard; at the latest by 01.01.14 (if it even takes that long) the amended Energy Saving Ordinance 2014 will be the basis for applying for KfW funds. This means that you have to plan for about 30% more insulation and thus higher costs for the new construction.

Which Energy Saving Ordinance will be used to evaluate the newly constructed house here?
[*]Energy Saving Ordinance 2009, since the building permit was granted in 2013.
[*]Energy Saving Ordinance 2009, since the foundation stone (first groundbreaking) was laid in 2013.
[*]Energy Saving Ordinance 2014, since the building will only be completed in 2014.
