At first, I also assumed that it will certainly take quite a while; civil servants are not that fast - especially not across states. On the other hand, the EEGWärm has already been passed, and the Energy Saving Act amendment 2013 was recently enacted; the latter is the legal framework for the leveled Energy Saving Ordinance.

Whenever the start button is ultimately pressed, the contents of the Energy Saving Ordinance in focus are known; so there should be no surprises. We have already aligned our BB accordingly; so nothing can go wrong (with us) either way

The time has come. As consistently reported in the press, today the Bundestag has passed the introduction of the Energy Saving Ordinance 2014. The standardized Energy Saving Ordinance will come into effect 6 months after its publication in the Federal Law Gazette (which should take place shortly). This would mean that from early summer 2014 the new Energy Saving Ordinance will apply. However, I am unsure about the following passage: "Appropriate and economically justifiable increases in the energy requirements for new buildings from January 1, 2016, by an average of 25 percent of the allowable annual primary energy demand and by an average of 20 percent for the thermal insulation of the building envelope – the so-called allowable heat transfer coefficient." (Quote from the publication of the Bundestag's press release on the Energy Saving Ordinance online homepage)

Does this now mean that although the Energy Saving Ordinance 2014 comes into effect from early summer, the important points for us "energy requirements" and "thermal insulation" are only to be taken into account from 2016?

The next step is the editorial preparation of the text for the Energy Saving Ordinance amendment for the announcement of the amendment ordinance to the Energy Saving Ordinance (short: Energy Saving Ordinance 2014) in the Federal Law Gazette of the Federal Gazette Publishing House in Cologne. The Energy Saving Ordinance amendment could therefore actually still be announced this year in the Federal Law Gazette.

Anyone building today must also observe the current Energy Saving Ordinance (Energy Saving Ordinance 2009). However, planners, builders, and investors of certain construction projects must already have the future Energy Saving Ordinance standard in mind, which will apply at the time of construction acceptance. For large projects, this may be the Energy Saving Ordinance 2014.

Federal Government: As the responsible federal ministries (Construction and Economy) report in their joint press release, the federal government has today’s cabinet meeting approved all requirements of the Bundesrat and passed the amendment to the Energy Saving Ordinance.


Promulgation: The next step is the editorial preparation of the text for the Energy Saving Ordinance amendment for the promulgation of the amendment ordinance to the Energy Saving Ordinance (short: Energy Saving Ordinance 2014) in the Federal Law Gazette of the Bundesanzeiger Verlag in Cologne. Accordingly, the amendment to the Energy Saving Ordinance could actually still be promulgated in the Federal Law Gazette this year.


Entry into force: According to the report from the responsible federal ministries, the Energy Saving Ordinance 2014 is most likely to apply from early summer 2014, i.e. 6 months after its promulgation at the end of this year in the Federal Law Gazette. As we know from previous versions of the Energy Saving Ordinance, there are also special transitional periods, about which we will inform you.



so, we will probably have to wait and see how the transitional periods will be.

For new buildings, however, the matter is now clear. The efficiency requirements will be tightened once, i.e., on 01.01.2016 by 25%. Thus, there is enough time for people like menzanu and us.
