Well, I don't understand anything about the plant engineering as such
So I can only ask from a logical perspective and perhaps make a comparison to a motor vehicle (which I understand a bit more about).
What use is the most economical diesel if I want to drive at 200 and constantly have to push the car to the limit? Then the savings are gone.
A somewhat stronger engine sometimes works wonders...

No no, that’s not what I meant. Just that the topic always promises heated discussions : )
Regarding your example (which I also like very much): Speed Limit is 100. Your car, which can go 200, is oversized.
In other words - with the heating, you don’t want the kick (28°C), but to get from A to B (comfortably warm).

Cozy warm is relative and lies in the eye of the beholder. We just had this in another thread

Exactly these personal needs flow into planning. If you are too cold, your heating is _under_dimensioned. Overdimensioning, on the other hand, is unnecessary and inefficient.

€uro can certainly explain the inefficiency better, but I'll try as a layman.

With a car, you can dose the gas.
At least with our heating system, that's not possible.
The burner starts, heats at full power, and three minutes later it stops again.
To stay with the car analogy, on the one hand, the constant switching on and off would be done via the starter.
Also, your car consumes more fuel during a cold start.
The same should happen with the heating system.
