1. I am of the opinion that such a development plan would not withstand a legal challenge. Pragmatically speaking, however, that doesn't help you, as the battle is too long and the outcome uncertain anyway. 2. I would therefore simply (unless that is also prohibited) angle the photovoltaic system by a good 30°, then you have an acceptable tilt (which is often done on flat roofs, 12° is not that far off).
THAT is a very good question, but unfortunately you will probably share the fate of many others currently looking for photovoltaic systems (unless you suddenly get TOP recommendations from relatives or acquaintances). Call or write to all providers found somewhere, wait weeks or even months for feedback. Weed out outrageous defensive offers (95% at the moment?). Choose a provider. Wait 1 year or longer for components and installation. Then finally be happy someday and enjoy every day how efficiently the photovoltaic system runs. P.S. Many heat pumps also run without photovoltaics; with photovoltaics "it's just more fun." If you can even get a heat pump right now :oops:...but how do I find reasonable, reliable, and supply-capable photovoltaic system providers? Many thanks.
