House inspected, what’s the next step?

No one has to submit an offer by Thursday, especially not for a house with uncertain wall construction (which probably isn't the only unknown factor).

If you have as little information as you pass on here, then that is definitely too little for a qualified offer.

In the latest picture, it looks to me again like shingles, and Eternit is probably the most likely.

Overall, I don't really like what I see. The roof overhang is very small - an indication of a heavily projecting curtain facade. Partly far-forward windows/doors, which must therefore be anchored in the substructure (and also get more driving rain). The exterior window sills are also an indication of a heavily projecting curtain facade - possibly due to a thick insulation layer (God knows what, and how professionally executed).

If the property is not located on the Kö or on the Elbchaussée, the house at 189,000 is by no means down to its real value yet.

So, first: if someone snatches it away from you on Thursday, they have to be a gambler. Pray for him, but don't envy him for a minute. Second: I see a very high probability that the next opportunity crossing your path will be more worthwhile.

With knowledge, of course, you would slaughter your piggy bank out of pure fear that someone else might bid higher. For a house with unknown condition. Yeah, sure.

There are currently no real bargains on the open market. At best, you can get lucky and snag a property at a fair price. Whether that is the case here remains to be seen. You mention that the pipes are new. Which ones? Sewage and water? Electricity? What about the windows and doors? And the heating? You can basically move in immediately everywhere. The roof can easily cost €30,000. The facade, especially if there is asbestos, too. Then the house might not be so cheap after all. The appointment on Thursday is of course good to put pressure on. It also suggests that there is no need to even negotiate. If it were so desirable, there would already be offers or it would have been gone before publication. So think about what it is worth. Also for yourself. I wouldn't worry about ± €5,000. But the necessary renovations must be factored in.

Hello,
by lines [Leitungen] we mean electrical, water and sewage. The heating system is from early 2000. It was also maintained just 2 months ago.

I will definitely try to find someone who can at least tell me what such a facade might cost.

Regarding Thursday. It seems that on Friday the owner has an appointment with the bank, which is about the potential buyers and their offers.

We know from a reliable source that there are at least 3 concrete interested parties including offers.

If they have all only vaguely assessed the condition, they will bid correspondingly naively – so a considerable sum may be spent just to be the highest bidder. That will later be missing to prepare the property.
