Electrical energy has no title of ownership. It does not lie around somewhere, belong to someone, and is then traded in a free deal with someone over time. That we have (partly) private providers of generation and distribution does not make the whole thing a private market to the same extent as the potato market. Otherwise, there would be no need for the Federal Network Agency. In any case, nothing whose personal use also has impersonal consequences is purely private.
