That's absurd?! Is that done by an "AI"? Probably too many numbers in it.
"The city of Herzogenaurach operates a so-called local resident model, so sales are conducted via an application list. Admission can be requested by those who live in Herzogenaurach, work in Herzogenaurach, or originate from Herzogenaurach and have lived here."
I once read the point allocation in herzi back then. Even we would have had chances because my wife works there. Outsiders are not excluded, they just have no real chance of getting a building plot. Which is also logical given the large number of affluent locals. We practically lived right next door and there (around herzi) every amount is paid just to be able to build at all. That's simply outrageous for such a small town with poor public transport connections. Can you sue people away if you're funny - if the restriction is actually that strict. Bonus points for locals are probably legal, complete exclusion of outsiders would be grossly illegal.
Have fun. By the time this is litigated, the last property will long have been allocated and it will be impossible to give the plaintiff one. The municipality may then be hit with a fine, but a damages lawsuit is another battle in a civil case. You can hardly successfully sue the municipality to provide a replacement property and subsidize its price enough so that it does not become more expensive. So at best a victory in the sense of "operation successful, patient dead."Can you sue someone away if you are funny - if the restriction is actually that strict. Well, the entire allocation procedure would be void in case of doubt. I don’t know how it looks with damages claims.Have fun.
