Garage: What does "attached" mean? Does it mean that the masonry is connected?

Not necessarily. Firstly, see and secondly, the same exceptional facts would have to apply to you.

Normally not. In some federal states, there is supposed to be the possibility to obtain exemptions before submitting the building documents. Whether BW is included and whether that is even practical, I do not know.

I bet the garages and carports you described were simply placed there.

That would also be a possibility. Leave out the garage initially and simply build it later as a procedure-free project.

With us, however, we have that. Why should it not work? The connection is sealed with a metal sheet and the lawn does not grow directly next to the house. There are larger pebbles in between, definitely about 40 cm distance.

That is possible, with us the garage is also attached to the house and greenery is mandatory according to the development plan.
