Normally not. In some federal states, there is supposed to be the possibility to obtain exemptions before submitting the building documents. Whether BW is included and whether that is even practical, I do not know.And can something like that still be done in the notification or simplified approval procedure?
That would also be a possibility. Leave out the garage initially and simply build it later as a procedure-free project.I bet the garages and carports you described were simply placed there.
