Garage too high - What solutions are there?

We will most likely not get the neighbor's signature, so we have to follow the RLP State Building Code. I have read there and think that a roof with a pitch <=45 degrees up to the desired height could be the solution (since this, see below, is not counted) if I understand it correctly.

Sounds like no concrete discussion has taken place yet. I would look for that. He hasn't agreed yet, so you can only win and lose nothing.

Yes, yes. The neighbor can’t/won’t decide because he doesn’t yet know whether/how he will build on the neighboring property or whether he will sell it. We could wait even longer now or look for a solution within the law to build the garage.

I'll be honest now: The whole thing is an imposition and as a neighbor I would oppose it, if necessary with legal action. Someone puts a 4.20 meter wall right in front of my nose, plus a house three meters further at the same height, light air sun, all gone, or I do this crap and sink tens of thousands into filling and angle support concrete..... instead of leveling the plot, down at the front, up at the back, everyone here does that, the development plan requires it, and it works perfectly. Exactly, since our neighbor does not give permission, we naturally want to build according to valid laws. That was my only question: In case of ≤45 degree garage roof pitch towards the boundary, is this roof included in the average wall height? Many thanks in advance.
