I'll be honest: This whole thing is an imposition and as a neighbor, I would fight it, if necessary in court. Someone is putting a 4.20-meter wall right in front of my nose, plus a house three meters higher further on, light, air, sun, everything gone, or I go along with this crap and sink tens of thousands into embankments and retaining wall concrete... instead of leveling the property, front down, back up, everyone does that here, the development plan requires it, and it works perfectly.
