It does happen, but only because locksmiths almost exclusively use heavy-duty tools, even though they could simply use a lock pick. This works even with so-called security cylinders (but not with all), but definitely with normal locking cylinders. Of course, the tamper protection must be destroyed, but the cylinder can almost always be "cracked." I witnessed it live once myself. Burglars don’t do it this way because it takes longer than the famous three to five minutes.
