Back-of-the-envelope calculation:
1. 10sqm living space for utility room: €25,000
2. 80sqm basement of basement quality: €120,000
... but the back-of-the-envelope calculation lacks the counter-calculation of the saved alternative. Basement costs are only without offset if it is sunk into a flat plot. Continuing the back-of-the-envelope calculation, thus taking the assumption of €25k basement cost share for relocated usable space and €95k basement cost share for purposeless dance floor, we get almost 80% additional basement costs. According to the 11ant basement rule of thumb, a basement is worthwhile from a height difference of about 1.60m (which in the concrete case of the OP should be reached or exceeded, result thus: the plot votes "pro" basement.
