So in our district of Schleswig-Flensburg there is nothing that states that this person pays this and that person pays that (apart from a higher piece of land, where of course the person has to take measures so that their soil remains on their property).
If you want to erect a fence between you and your neighbor (according to your taste, needs, and budget) then that is your business, the neighbor can then decide for themselves whether to do nothing, just put a lawn edge or something similar as a boundary and look at the back of your fence, or whether they themselves put up something that suits their aesthetic taste. Of course, the other way around as well.
For example, our neighbor put up a really ugly 2-meter-high double wire mesh fence over a length of 15 meters and inserted gray and anthracite-colored strips of foil about 20 cm wide in each of the cross fields (since I do not have a written agreement for this from him, as he did not ask me, I would have the right to have this fence removed or I could report him to the building authority, because the fence may be a maximum of 150 cm high over unlimited length, but at the height he has it, it may only be 5 meters long (per boundary within the 3-meter setback) but I don’t feel like dealing with that, so from my side I erected a fence that pleases me visually. Now that my neighbor has a problem with his fence when he has to retighten loose fastenings or wants to dismantle the fence (since the screws are only accessible from my side) is not my problem.
In Schleswig-Holstein there is an "unofficial" rule that was made between people in the past, namely the right side of the property as seen from your point of view (when you stand on your property or in front of it as viewed from the street) is your fence. Those who stand at the beginning obviously have the misfortune to also have to do the left side if they want to, but usually there is a bend to the next paddock or something...
Our neighbors approached us back then asking if we wanted to share costs, I personally find that annoying, because 1. you have to agree on something that pleases both, 2. it then has to be exactly on the boundary and not just on one of the two properties, 3. what if one of you wants to change something or no longer likes it and what if something breaks? From the beginning I said they can do whatever they want on their side, if the view bothers us, like for example from their tool shed, that’s our problem. We only have chain-link fencing all around because of the dog and the children, partly a living hedge and bushes.
I would just go to the public order office and ask nicely (even though that’s not their task since they are only responsible for public areas) usually they can help you or even print out the relevant paragraphs (at least that’s how it was for us).
