I once had something similar. I owned an apartment in a three-family house. Behind the house was a wild garden. It was accessible via a dirt road. Eventually, an architect came to me and showed me beautiful plans for two houses. I would surely be happy if families with many children could buy houses cheaply. It would only require a tiny change to my garage. I was supposed to turn it around and move it about 1 meter away from the road. Then the city would upgrade the road and the houses could be built. (The architect forgot to mention that, as a resident, I would have to pay for the street as well.) I told him that he would have to sue for that and that I would go through every legal channel. He then dropped the plan.
