Error from the office - No legally compliant and error-free development plan

How can it actually be that trained construction experts in the office fail to create a legally compliant and error-free development plan? I only recall the case here in the forum where they tried to ensure single-story construction with a 3.5m rule from the top of the raw ceiling :

They sit together endlessly and waste tons of money to produce this mess.
Okay, mistakes happen where work is done, fine. But these are development plans! They are valid for decades. You can surely gather your brainpower once and write three correct sentences. It’s not like it’s never been done before. You can just copy.
I would fire them all.

You can't fire civil servants, that's the highest-paid dumping ground! Large corporations with huge administrations are similar. Expensively paid incompetence.

Caution, very thin ice. Since I myself am a civil servant, I really cannot stand this kind of bashing. We are usually neither stupid nor incompetent. And we did not mess up the 5.7 billion annual loss of Deutsche Bank either. ok?

What is the intention of the OP?

Basically, not only civil servants work in the public sector, but also "normal" employees like me.

From my own experience, I can say that there are just as many positive and negative examples among civil servants as there are among "normal employees" – only unfortunately, you can hardly get rid of the negative/lazy/stupid staff.

I don't care whether they are civil servants or not. I am just strongly surprised that with documents that are supposed to be valid for a very long time, such sloppy work is done. And by professionals, no less. The mistakes also lead to a whole chain of lawsuits and corrections, which is completely disproportionate. And in the end, everyone builds however they want because the thing is invalid.

Alcoholics need to be somewhere where they can hurt themselves as little as possible while working. Making mistakes is only half as bad there. Social services is not an option because the courts work too quickly. So, building department.
