Electric line single-family house, electrician from abroad, acceptance etc.

This is my first post here, so again: Hello!
I have bought an older house in need of renovation.
The electrical wiring is already old and needs to be completely redone.
I know an electrician who comes from abroad, he knows his stuff well and even has an electrical company there. Unfortunately, he has no experience with the paperwork here in Germany. That’s why I want to ask you, what does such a process look like?

I thought – but these are just my guesses – that the electrician can do the wiring, but afterward a master electrician must come to inspect the installation and sign off on the acceptance. Is that correct or does it seem more complicated? :)

Could you please tell me how the process goes, what must be considered, and what costs have to be borne?

So the trained electrician can possibly sign off an inspection with his own name. He probably wants to see the progress of the work (or at least that all cables are not concealed in the walls - during the inspection)? Because as I understand it, the electrician takes full responsibility for the installation.

Do you as electricians often receive such offers where someone only needs the inspection? How much should such an inspection cost?

I know of two examples where the electrician wanted 200 euros each time for it.

One electrician wanted to do two inspections and one measurement. Once when laying the cables and once the finished distribution. He wanted to do the measurement with the distribution.

The other electrician wanted a comprehensive measurement protocol of all cables. He also offered this for 800-900 euros if one was not able to do it themselves.

What about water/sewer pipes and oil heating systems?
Does someone also have to officially approve the work here, or do such regulations not apply?

Water and wastewater are generally not inspected. Or rather, there is no obligation to have a master craftsman sign off there. Only a specialized company is allowed to work on water pipes. But usually, no one asks for that. You can amusingly install an oil heating system yourself. But actually, not the tank and piping. And if something doesn’t quite work and oil leaks somewhere and seeps into the ground, you’ll be broke in no time.
