And also calculate an extra amount for the outdoor facilities for the hillside house. Just the stairs and wall in your animation will cost a pretty penny. I also find it rather remarkable that you doubt the cost estimate from the contractor. He has no interest in quoting you too high costs and thus discouraging you from the project. Rather assume that these are minimum costs and that probably more will be added. Generally, he is more interested in making the project look good cost-wise for you. If later you don’t have enough left for the outdoor facilities, that’s not his problem and he doesn’t suffer any loss from it.

The surcharge does not sound unusual. It seems to be a construction-friendly slope.

Don't forget to ask whether the removal or landfill costs are included in the 40,000,-. Honestly, I can't imagine it. That's tens of thousands of euros again!

Good that you only reserved the property. If you want a house with a foundation slab, you need to keep looking. This is definitely a property for a basement (possibly split-level would also work, but not a foundation slab). You should take a very close look at the development plan, especially regarding a) current terrain heights; b) final heights of the street; c) reference points for eaves and ridge heights; d) the scope of possible terrain modifications. Also e) there is still some tricky stuff with the average wall height of a boundary garage, and keep in mind f) especially regarding slopes, that you still have to manage drainage before the boundary. After all, you already have neighbors with land rights, with whom you should have a chat.

Slope does not exclude a slab foundation. I also see our house as a slab-on-grade house. Even if the ground floor catches the slope. Why add a basement?
From below, it looks like a villa on a pedestal, from above like a one-story house.
With a hillside house, there is at least one living floor in contact with the ground and one side without windows.

If the OP does not still have substantial reserves up their sleeve, the property is worthless. He is already missing a five-figure amount without landscaping, without buffer.

No, not a basement, but a lower ground floor. Slope excludes a slab foundation, even if you rightly call your lower ground floor the ground floor (in the sense of entrance level). The plot of the OP does not allow for argument here; what is clearly required is a partly slope-embedded plinth full storey ("residential basement"). Ignoring the slope with excessive retaining walls would definitely be devil’s work here.
