Offer a house with/without a basement. Offer civil engineering with/without a basement. Then you know exactly what it costs. For me, it was 70k. It is also feasible without a basement. GD

For what size? That is already relatively tight. There’s really no money left for a basement. But, you must not only look at the invoice for the house in the whole story, but consider the property and house together, including the planned outdoor facilities.
Our plot has a similar slope (2m diagonally across, about 70cm of that in the building area). The house digs in slightly at one corner and comes out at the other. The adjoining terrace amplifies that and extends quite a bit further. You also don’t really have much space to terrace down, especially towards the rear access road. It can be that you have to support not only the soil but also part of the house. I would definitely not decide anything here without once reasonably calculating the necessary work for the outdoor facilities.

Is there a development plan?

A 10% slope is just about at the limit where a basement is worthwhile.

Between 140 and 150m² over 2 floors, we have already done an exemplary selection and decided that we can pretty much live with keeping the standard everywhere. If we build with a basement, 130m² would also be enough for us. How did you ultimately implement it? There is no development plan. The development must be oriented on the neighboring development; we have already briefly consulted with the city about this.

Selection sounds like quite concrete ideas about the house, the numbers mentioned rather not.

To me, the story sounds like a prefab house builder has already been decided on, which is why there is also the preliminary sampling. Now, "only" the right house has to be chosen from the catalog and placed by the draftsman in the building application. That is why there is talk of preparing the plot. For me, it screams expensive surprises later.
