Believe me, my statement is not based on prejudices or assumptions. Due to my family and circle of friends, I think I have a pretty good insight into the usual work ethic at various offices in various municipalities. Yes, not everyone is like that, but assuming intrinsic motivation for high processing speed as the standard is – with all due respect – not very realistic. If it is different for you, I’m glad, but unfortunately, according to my experience, you do not belong to the majority. It makes only a small difference whether we are talking about civil servants or salaried administrative employees – with a slightly better tendency among the employees. The processing time, of course, adds up with more parties involved, but since I see the above-mentioned work ethic relatively evenly distributed across all offices, the processing time then grows quite linearly.

For me, however, they are. I would not have expected that from authorities. To me, it falls into the realm of corruption. Corruption does not always have to be about sex or money, which is the common perception; feelings such as sympathy and antipathy also corrupt. In certain areas, we are all susceptible to corruption, but I make a great effort not to allow it in myself.

As already wrote: They are people – and in this case ones who like to use their "power," even if it means violating official or moral rules to a great extent.
