Gaining time to process the still waiting builders... it all results from a lack of personnel. Can someone explain to me why the city wants to delay as in post #39? What are the reasons for that?

The rule exists in a similar form here as well, but as our architect told me, this deadline is regularly extended with questionable reasons. It is also sufficient to request additional documents, which then restarts the deadline. Honestly, no one actually initiates legal proceedings, which would take even more time. So it is rather a toothless tiger...
Often not. Unfortunately, the external parties involved (forestry office due to tree fall limit, water association due to former well, nature conservation due to breeding rock mouse and so on) do not coordinate. The caseworker in the building authority is just as unhappy as you when they all come one by one with their objections and inquiries. Is there a good reason why the additional demands come one after the other? We had 4 different additional demands. They could just request everything at once.
On the one hand, there are participants who say "njet," so there is no need to do any more work for the others; on the other hand, it would of course prolong everything to only ask the third after the second has responded. In practice, requests are therefore sometimes staggered—but rather two weeks after the first, all the others are contacted in one sweep.I was told that the different ones are indeed requested one after the other.
